The Core Commitment: A Personalized Education for Every Child
IDEIA guarantees access to Free Appropriate Public Education (FAPE) for students with disabilities. That includes specially designed instruction, related services, and accommodations—all documented and delivered through an IEP.
Every IEP must include:
- A snapshot of the child’s current academic and functional performance
- Annual, measurable goals
- A list of special education services, supports, and tools
- Details on how much time the child will spend with non-disabled peers
- Accommodations for assessments
- A timeline for when services will begin and how long they’ll last
- Transition planning to prepare for adulthood
- The student’s rights at the age of majority
What Happens If a Student Changes Schools?
When a student with an active IEP transfers to a new district, services must begin immediately. The new school is required to provide comparable services to those listed in the previous IEP—no interruptions, no delays.
Here’s what families should expect:

- The right to a new evaluation (but not required before services begin)
- Collaboration between the new district and the family
